The agenda was approved, with the removal of the HPER proposals and a slight change in the MA proposals (removing the EDN 5440 or 5660 from MAT in Elementary Education and replacing it with just EDN 5660., by unanimous consent. The minutes of the October 24, 2016 meeting were approved by unanimous consent. Online Course/Program Approvals and Reporting-Dr. Liz Normandy Dr. Normandy discussed the differences between SACSCOC and 鶹 GA treatment of hybrid and online graduate programs. She noted that nothing we are currently doing with programs that offer hybrid or online coursework need SACSCOC approval. However, programs with 25-49% of the coursework offered in hybrid or online format require SACSCOC notification. For 鶹 GA, the programs that have 50% or more of the coursework completely online require 鶹 GA approval regardless of how many other programs are already approved to be offered online. She requested that Program Directors report to her, by January 9, 2017, the percentage of the program that is 1) face to face, 2) hybrid, and 3) online. This does not apply to programs that are 100% online and already approved by SACSCOC and 鶹 GA. This includes Elementary Education, MPA, and MBA. Contact Dr. Normandy if there are any questions. Elementary Education Proposal: New MAT in Elementary Education with accompanying changes ELE 5700, 5750. 5775, 5800, 5850, and 5900: Change of prerequisite to reflect required research course for MAT program list all as EDN 5660. ELE 5700, 5775: Change of prerequisite to delete the EDN 5490 because these courses would be taken in Phase I and EDN 5490 would be taken after these 2 courses. Proposal approved unanimously Five-year combined track BA in Political Science and MPA Program proposal (see Appendix B) This program is designed to allow students to complete both their Bachelor of Arts in Political Science and the Master of Public Administration with a general concentration in Public Management within five years. Students must meet set criteria and apply for the program during the junior year. Participants take 12 hours of graduate coursework during their first four years of school, 9 of which are counted for both their undergraduate and graduate degrees for a total of 147 hours (amended from 150 on the original proposal and on agenda). Loss of hours from regular program is due to degree attainment without a concentration. Proposal approved unanimously Graduate School Proposal Outcome PASSED VIA email. Sent 11.2.16. Overall, I viewed this course favorably. Comments: Graduate School Discussions for possible future actions Dr. Aiken discussed the need for an Accelerated Degree Program description to be developed to appear in the catalog and handbooks to clear up questions students or those wanting to develop such programs may have. After discussion and the draft from the agenda, Dr. Aiken noted that a proposal would be forthcoming. Dr. Joe West described an idea for Graduate Council restructuring whereby the Graduate would elect a council member to serve as chair, and that the Graduate Dean (and/or Assistant Dean) attend the meetings as a regular member and not as the chair or secretary as with some other boards/council. Discussion ensued but the Council decided not to pursue such a restructuring at this time. Dr. Aiken discussed the need to change the Senior Privilege (Undergraduate Enrollment in Graduate Courses) to a more general Undergraduate Privilege and the need to change the maximum of six hours to twelve in light of the direction programs are taking to allow double counting of hours for undergraduate and graduate degrees. After some discussion, Dr. Aiken stated shed be bringing a formal proposal to the Council. Joe West discussed a withdrawal requirement regulation to require that a Program Director must meet with all students in their department (by phone, webex, or face-to-face meetings but NOT by email) who request a withdrawal prior to the graduate school processing a students withdrawal request. Discussion ensued with members of the Council were hesitant to change the current regulations (note: such a requirement was removed not too many years ago). Dr. Aiken proposed that language could be added to the forthcoming electronic withdrawal process directions to include Please speak to your Program Director before withdrawing from a graduate course. HHP idea for discussion: Graduate Students admitted in the fall 2017 and later will have restrictions on the number of withdrawals from single classes. Students are restricted to 2 withdrawals from any single course within the departments degree programs Students with a third withdrawal will be ineligible to continue in that program. They may, however, apply to a different graduate program if they desire (they are not permanently dismissed from Graduate School). Dr. Aiken reminded the Council that this would apply exclusively to HHP. Discussion took place. The Council did not make any concrete recommendations for moving forward. Graduate School Report The fall 2017 Graduate School enrollment goal sent to General Administration 758, 5% increase over 2016 The Graduate School was given a goal of 2.65% increase in international students As promised, the Graduate School was given recruitment funds. Brochures will be developed for the programs and other funds will be available. 鶹P Transcripts for Applications: Applicants no longer have to request a 鶹P transcript as long as they list 鶹P as an institution they attended. The transcript will reflect all transferred in institutional information. Students must still submit transcripts from institutions attended in which the information is not on the 鶹P transcript. Program Directors were encouraged to have their students to participate in the Research Symposium. As written, the program minimally changes the current requirements of each program as stand alone, separate programs, while providing the benefit of allowing our best students to more easily afford higher education through reducing the time required to complete the MPA program.
