Locklear has worked in Â鶹ÉçÇøP's Office of Online Learning since 2004 and served his Alma Mater in various capacities.  He was Â鶹ÉçÇøP's Staff Council Chair (2012-2014) and served on the Â鶹ÉçÇø Staff Assembly's Executive Committee (2013-2016).  Locklear has also served on various university committees. 

Locklear earned an undergraduate degree in American Indian Studies (AIS) from Â鶹ÉçÇø Pembroke ('03) and a Master's Degree from East Carolina in Instructional Design ('06).  During his undergraduate studies, Locklear developed a passion for Native peoples.  While in his Master's program, Locklear learned how to combine his research interests.  Thus, in addition to his role as an Instructional Designer, he researches how Universities can better serve Native students through Online Education.
